Mayor and City Council Members
Leadership & Managment Team
The City of Clinton operates under the
Mayor/Council form of government as set
forth in their Home
Rule Charter, with a City
Administrator appointed by the City
Council. The Mayor and seven council
members (one from each of four wards and
three at large) are elected to four-year,
staggered terms. The City Council provides
policy direction for city staff and is the
ultimate authority for the city’s portion
of this proposal.
Mayor Mark Vulich
Mayor Mark
Vulich is a lifelong resident of Clinton. He
is a businessman and is active in various
business and professional organizations.
First Ward Representative, Maggie Klaes is
a lifelong resident of Clinton. She earned
a Bachelor's Degree from Coe College. She
worked as a nurse for 20 years both in
Pediatrics, the Pediatrics ICU, and
continuing in various Departments at Jane
Lamb / Samaritan South Hospital. Her
husband Jim has worked on the Clinton
Police Department for 31 years.
Maggie Klaes was elected to the 1st Ward
in 2009. In 2011, she stated "I am very
pleased to be your Council Member. Please
call if you have comments or suggestions."
Second
Ward Representative Julie Allesee has
worked for the Clinton Area Chamber of Commerce for
the past 14 years.During
that time, she was the Director of the
Clinton Convention & Visitors
Bureau and the President of the
Clinton Chamber of Commerce. Julie has owned
and operated two businesses in
Downtown Clinton and has worked as the
Marketing Service Administrator for
the A.C. Nielsen and Dun &
Bradstreet Company.
Julie
was on the Board of Directors for the
Clinton
Main Street program, Downtown Business
& Professional Association and the
Past President of the Travel
Federation of Iowa and the Eastern
Iowa Tourism Association.
Julie
will serve on the Rules and
Regulations committee; Resource
Enhancement & Protection (REAP)
Representative, the Oversight
Committee/ City Assessor and the
Neighborhood Improvement Committee.
Third Ward Representative, Bev Hermann is a returning
Councilmember, having served the 1st
Ward from 2001-2005. She recently
retired after nearly 23 years as an
Associate Staffperson with Illinois
Education Association-NEA in Moline.
Bev was in the first Clinton Citizen
Police Academy class, is active with the
Alumni Association, and is a member of the
National Citizen Police Academy
Alumni. Bev finds the Iowa
League of Cities trainings very helpful in
Council work. She is a past member of the
Parklands and Facilities Committee, has
worked with Neighborhood Watch and other
civic organizatons, and served on her
Staff Union's Executive Board for several
years.
At Large
Representative, Jennifer Graf is
retired from medical billing.
She is a current Board Member of
Bridgeview and YWCA and a member of
Rotary. She has been active many
years in various civic organizations
including: former Clinton Schools
Board Member and Human Rights
Commission.
John
Rowland served on the Clinton City Council
from 1984 - 1990. Elected again for the
term 2012 - 2016. Married to my wife,
Gloria, for 49 years with four grown
children. Employed at Sethness Products
Company in Clinton, Iowa, for 35 years.
Active in numerous community affairs.
Attended Clinton Community College and
graduated from Mt. St. Clare 1980.
Graduated from St. Ambrose University in
2006. Focus in Religious Studies as a
Pastoral Associate. Since 1992 active in
Parish Ministry helping various churches.
Served 4 years as a hospital Night
Chaplain on call. Committed to having open
government and serving the citizens of
Clinton.
