The City Administrator is the chief administrative officer of the City and is responsible for the overall management and administrative coordination of the activities of the City of Clinton, Iowa, including the implementation of various programs and policies approved by the City Council. With the exception of the legal department, all City departments report to and are responsible to the City Administrator.
The City Attorney serves as the chief legal advisor to the City Council, various City Boards and Commissions and City staff. Additionally, the City Attorney represents the City, its Boards and Commissions, as well as its employees in litigation and prosecutes violations of City Code.
The City Clerk activity includes preparation of the City Council minutes, records management, licenses and permits and special assessment procedures. Human Rights - This seven member group, an administrative agency to the city, functions to secure and preserve for all individuals freedom from discrimination in connection with employment, public accommodation, housing, education and credit. The commission investigates all complaints within its jurisdiction. Complaints against discriminatory practices are filed with the Planning Department. Chapter 31, Human Rights Commission.
The Human Resource Director's activities include Civil Service, employee benefit management, payroll, and employee recruitment (advertising).
The IT Coordinator is responsible for managing the City's computer systems, IT equipment, IT resources including Staff, and the network. This includes administration of City's equipment purchases, goals related to IT, hardware maintenance, software upgrades, systems, telephones, and website.
